How do I turn off the “bulk export” option within the Q&A export menu?
I guess this should be done through the user rights management menu, but I cannot identify the respective option to unselect.

You need to disable both right “Download Excel-file to prepare batch creation” and right “Upload Excel-file for batch creation”. (If either right is enabled, then the menu-item shows up.)
Due to the hundreds of rights (and locations where these rights are being checked) it’s not always obvious what needs to be done. We’re still thinking about a way to publish a list of settings.
